1、 Overview of the construction project: Hebi SUNSHOW Synthetic Materials Co., Ltd. invested 80 million yuan in the construction of 8000 tons of TAA, 4000 tons of TMP, 1000 tons of TAD, 1000 tons of DMS, 5000 tons of light stabilizer and 100 tons of polymerization inhibitor projects in Jijiashan Industrial Park, Heshan District, Hebi City. New standard workshop, comprehensive warehouse, dangerous goods warehouse, tank farm, pump house, auxiliary machine room, sewage treatment station, circulation and fire pool, R&D center building, living complex building and pipe rack. This project does not belong to the eliminated and restricted projects in the 2019 version of the Catalogue of Industrial Structure Adjustment. It does not use the obsolete backward production equipment and production technology, and conforms to the national industrial policy. It has been filed with the Heshan District Development and Reform Commission of Hebi City. The project code is 2019-410602-26-03-039030. The impact of the project on the environment during the operation period mainly includes: (1) waste gas: the project produces 7 products in three workshops, with many exhaust emission points. The process waste gas involved in the production process includes reaction waste gas, pressure relief tail gas from high-pressure hydrogenation, non-condensable gas from distillation process, non-condensable gas from distillation process, drying tail gas, granulator tail gas, flaker waste gas, and product crushing waste gas. The utility and auxiliary processes produce waste gas from comprehensive waste gas treatment facilities, heat transfer oil furnace flue gas (note: before the natural gas pipeline is connected, the heat transfer oil furnace is electrically heated, and there is no flue gas emission), laboratory waste gas, canteen oil smoke, waste gas from sewage station, etc. The pollutants involved include acetone, methanol, ammonia, non-methane total hydrocarbon, particulate matter, sulfur dioxide, nitrogen oxide, hydrogen sulfide, odor concentration, etc. The waste gas should be collected by category and treated by reliable waste gas treatment measures.

(2) Waste water: The waste water of this project mainly includes production process waste water, equipment washing water, R&D center waste water, waste gas treatment facility drainage, domestic sewage, etc. The production process wastewater contains high-salt wastewater, which needs to be pretreated and then sent to the comprehensive sewage treatment station for treatment. The wastewater is treated by the "physicochemical+biochemical" process. The qualified wastewater is sent to the water treatment plant of Hebi Baoshan Circular Economy Industrial Park for secondary treatment.

(3) Solid waste: The solid waste of this project includes general industrial solid waste and hazardous solid waste. General industrial solid waste includes waste mechanical impurities, biochemical sludge of sewage station, RO membrane prepared by pure water, and domestic garbage. Hazardous solid wastes include distillation residue, spent Raney nickel catalyst, waste filter residue, waste activated carbon, waste heat transfer oil, waste oil from oil separator, waste residue from iron-carbon micro-electrolysis, etc.

(4) Noise: The main noise sources of the project are the mechanical noise generated by the blower, water pump, sludge filter press, the fan of the heat transfer oil furnace, the cooling tower of the circulating water station, the refrigerator of the refrigeration station, the mixer, pump, centrifuge, granulator, screening machine, crusher, dryer and other mechanical equipment in the three production workshops, with the sound pressure level of 85~105dB (A). 3、 Countermeasures and measures to prevent and mitigate adverse environmental impacts

Countermeasures and measures for prevention and mitigation of adverse environmental impact during the construction period: dust suppression and noise reduction measures shall be taken in strict accordance with the construction management regulations and requirements during the construction period. The impact on the environment during the construction period is small and the impact time is short. The impact can be eliminated after the completion of the project.

Countermeasures and measures to prevent and mitigate adverse environmental impacts during the operation period

3.1. Waste gas control measures: The organic waste gas of the project is first pretreated by two-stage deep condensation and water absorption in the workshop, and then enters the comprehensive waste gas treatment system of the whole plant. After being treated by combustion, it is absorbed by water, and finally discharged through the exhaust funnel. The dust-producing waste gas is collected by the bag dust collector and discharged through the exhaust funnel. The waste gas generating ammonia is condensed and compressed to recover liquid ammonia. Each production workshop is equipped with an exhaust funnel. The laboratory waste gas of the R&D Center is discharged through an exhaust funnel after being absorbed by "gas collecting hood+activated carbon"; The lampblack in the staff canteen is treated by the lampblack purifier and discharged through an exhaust funnel; See the following table for specific pre-treatment measures and centralized treatment measures. After treatment, the point source waste gas of the project meets the recommended value requirements in Table 2 of GB16297-1996 Integrated Emission Standard of Air Pollutants and the Notice of Henan Province on the Recommended Value of Emission in the Special Treatment of Volatile Organic Compounds in Industrial Enterprises (Yuhuan Jianjian Ban [2017] No. 162). The concentration of particulate matter, sulfur dioxide and nitrogen oxide in the waste gas of the waste gas centralized treatment facility can meet the requirements of the local standard of Henan Province DB 41/1066-2020 Emission Standard of Air Pollutants for Industrial Kilns and other furnace standard values and meet the requirements of the 2019 industrial furnace pollution control plan of Henan Province. The flue gas of the heat transfer oil furnace meets the requirements of the special emission limit of gas in Table 3 of the Emission Standard of Air Pollutants for Boilers (GB13271-2014). The waste gas from the sewage treatment station meets the requirements of GB14554-93 Emission Standard for Odor Pollutants. The concentration of pollutants discharged unorganized can reach the standard at the plant boundary.

(2) Waste water control measures: The waste water of this project mainly includes production process waste water, equipment washing water, R&D center waste water, waste gas treatment facility drainage, domestic sewage, etc. There are high-salt wastewater in the production process wastewater, which needs to be pretreated before entering the comprehensive sewage treatment station for treatment. The high-salt wastewater is separated from sodium nitrate by three-effect evaporation and concentration, and the sewage condensate is sent to the comprehensive sewage treatment station for treatment. It is proposed to adopt the process of "pH adjustment+flocculation sedimentation+primary ultraviolet oxidation+iron carbon micro-electrolysis+flocculation sedimentation+anaerobic reactor+primary aerobic+primary sedimentation tank+secondary ultraviolet oxidation+secondary aerobic+secondary sedimentation tank" for treatment. The design scale of the sewage station is 100m3/d. After treatment, the daily average amount of wastewater discharged from the project is 73.98m3/d, the water quality is pH 6~9, COD 134.7mg/L, BOD36.4mg/L, suspended solids 63.2mg/L, ammonia nitrogen 11.8mg/L, total nitrogen 20.5mg/L, nitrate 0.003mg/L, It can meet the requirements of the local standard of Henan Province "Indirect Discharge Standard of Water Pollutants for Chemical Industry" (DB41/1135-2016) and the water collection index requirements of the sewage treatment plant in Hebi Baoshan Circular Economy Industrial Park, and enter the sewage treatment plant in the park for secondary treatment.

(3) Solid waste control measures: the solid waste of this project is disposed by classification, the hazardous solid waste is entrusted to the unit with hazardous waste treatment qualification for disposal, the general industrial solid waste is properly disposed, and the domestic waste is sent to the garbage collection station for unified treatment by the environmental sanitation department. The hazardous solid waste of this project involves five kinds: HW11 rectification residue, HW46 nickel-containing waste, HW35 waste alkali, HW49 other waste, HW08 waste mineral oil and mineral oil-containing waste, all of which need to be entrusted to units with corresponding hazardous waste treatment qualifications for safe disposal. When temporarily stored in the plant area, they need to be stored in barrels with covers, and the covers should be tightened all the time, and sealing measures should be taken to prevent volatile gases. Due to different types and hazardous properties, they cannot be stored in the same hazardous waste temporary storage room. This evaluation suggests that the hazardous waste warehouse should be built into eight relatively closed spaces, called Zone 1, Zone 2, Zone 3, Zone 4, Zone 5, Zone 6, Zone 7 and Zone 8, totaling 120m2. Different types of hazardous solid waste are stored temporarily. Each enclosed space of the hazardous waste warehouse is equipped with an induced draft device to lead out the waste gas, which is treated with "water absorption+activated carbon adsorption" and then discharged through a 15-meter high exhaust funnel. The project plans to build an 80m2 temporary storage warehouse for general solid waste; A 30m2 temporary sludge storage room will be built in the sewage station. The temporary storage facilities in the plant can meet the requirements of environmental protection management and will not cause secondary pollution.

(4) Noise control measures: The main noise sources of the project are the mechanical noise generated by the blowers, pumps, sludge filter presses, fans of heat transfer oil furnaces, cooling towers of circulating water stations, refrigerators of refrigeration stations, and mechanical equipment such as mixers, pumps, centrifuges, granulators, screening machines, crushers, and dryers in the three production workshops. The sound pressure level is 85~105dB (A). Reduce the noise source intensity and reduce the impact on the surrounding acoustic environment by taking measures such as foundation vibration reduction, adding muffler, sticking sound-absorbing materials on the wall, and building sound insulation. The noise prevention measures adopted in the design of the project include:

(1) Control the noise from the noise source, that is, when selecting equipment, all disciplines are required to select low-noise equipment.

(2) The blower, induced draft fan and refrigerator are installed separately in a special room, with sound-absorbing materials pasted on the wall, and installed on the shock absorption foundation. The muffler is installed at the fan outlet. These measures can reduce the noise by 20-25dB (A).

(3) The pump is equipped with shock absorption foundation and installed indoors, which can play the role of sound insulation in the plant.

(4) Strengthen the greening of the plant area and plant arbor green belts around the plant area to reduce the impact of noise on the environment. After the above noise prevention measures are taken, the noise contribution of the project to the boundary can meet the Class 3 standard in the Emission Standard for Noise at Boundary of Industrial Enterprises (GB12348-2008) through distance attenuation, and the acoustic environment of the surrounding environmental sensitive points can meet the requirements of Class 3 standard in the Environmental Quality Standard for Noise (GB3096-2008).

(5) Environmental risk prevention measures: for hazardous chemicals such as liquid ammonia, ethylene oxide, acetone, hydrogen, etc. involved in the project, take preventive measures such as installing online monitoring and alarm devices, ammonia water spray facilities, tank farm cofferdam, accident wastewater collection tank, fire protection facilities, etc. to minimize environmental risk accidents. In strict accordance with the requirements of Technical Code for Seepage Prevention of Petrochemical Engineering (GB/T50934-2013), the construction and maintenance of divisional seepage prevention in the plant area shall be carried out to ensure no impact on groundwater. 4、 The conclusion of the environmental status survey is that the ambient air PM10, PM2.5, NO2 and O3 in the region are not up to the standard in varying degrees according to the Ambient Air Quality Standard (GB3095-2012) by collecting the routine environmental quality monitoring data and monitoring the environmental quality status in Hebi City, Other monitoring factors can meet the requirements of Annex D of the Comprehensive Emission Standard of Air Pollutants (GB16297-1996) and the Technical Guidelines for Environmental Impact Assessment Atmospheric Environment (HJ2.2-2018); Each monitoring section of surface water can meet the requirements of Class V standard in the Environmental Quality Standard for Surface Water (GB3838-2002), except for total nitrogen; The groundwater points surveyed meet the requirements of Class III standard in the Quality Standard for Groundwater (GB/T14848-2017); The environmental noise meets the Class III requirements of the Environmental Quality Standard for Noise (GB3096-2008); The monitoring factors at each site of the soil can meet the requirements of the secondary standard of the Standard for the Control of Soil Pollution Risk of Construction Land for Soil Environmental Quality (Trial) (GB36600-2018) and the standard requirements of the Standard for the Control of Soil Pollution Risk of Agricultural Land for Soil Environmental Quality (Trial) (GB15618-2018). It shows that the environmental quality of the proposed construction area is good.

On the premise of carefully implementing the pollution prevention measures and risk prevention measures proposed by the environmental impact assessment, the impact on the local environmental quality is small. From the perspective of environmental protection, the construction of the project at the proposed plant site is feasible.
